Through Donostiako Etxegintza, the Donostia City Council is participating in this European project together with Vitoria-Gasteiz and Basauri. Within this framework, it will promote the development of studies and proposals for architectural intervention on a group of buildings in the area of Los Luises and Gaztelu in the Intxaurrondo district, covering approximately 600 homes. This initiative is part of the European Agree project, in which the City Council is participating through Donostiako Etxegintza together with Vitoria-Gasteiz and Basauri.
The aim of this initiative is to promote investments for an efficient energy modernisation and to solve accessibility problems in private residential housing buildings in the Basque Country. The deployment area was chosen because almost all its buildings lack an elevator and are more than 40 years old, thus with higher probabilities of encountering problems with insulation against cold and heat.
In this way, in order to achieve an improvement in the quality of life of the residents, the Council, via Donostiako Etxegintza, will develop studies and proposals to propose technical solutions to the accessibility and energy efficiency problems.
To this end, Donostiako Etxegintza will put out to tender the drafting of the Preliminary Renovation Projects defining the solutions to be implemented in the buildings. These will give residents an approximate idea of the proposed solution, as well as the cost of the interventions so that the decision involves fewer uncertainties.
Furthermore, the neighbours of the communities participating in the project will be informed about the potential for intervention and the cost of it, and they will be advised in funding and document processing matters should they wish to carry out the rehabilitation process. Next week the communities of neighbours around Los Luises and Gaztelu will receive a letter explaining in detail the project, along with a phone number to contact if they are interested in participating, where they can get further information.
The Councillor for Urban Planning, Nekane Arzallus, stressed ‘the importance of participating in projects such as Agree, which affect a fundamental aspect like building and housing renovation’. Arzallus reminded citizens that ‘intervening in the already built heritage is one of the main axes of the housing policy of the Council’.
